Non Uk Based personnel can still book discounted Car hire/rental by booking directly with the car rental companies at the airport that I have negotiated corporate accounts. These are Alamo and Enterprise-Rent-a-Car 

Travellers should be aware that the Enterprise car rental is not located on site at the airport but a shuttle is available free of charge to take you the short trip to their offices.
